Romans 10

[5] Moses describes in this way the righteousness that is by the law: "The man who does these things will live by them." [6] But the righteousness that is by faith says: "Do not say in your heart, 'Who will ascend into heaven?'" (that is, to bring Christ down) [7] "or 'Who will descend into the deep?'" (that is, to bring Christ up from the dead). [8] But what does it say? "The word is near you; it is in your mouth and in your heart," that is, the word of faith we are proclaiming: [9] That if you confess with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved. [10] For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved. [11] As the Scripture says, "Anyone who trusts in him will never be put to shame." [12] For there is no difference between Jew and Gentile‑‑the same Lord is Lord of all and richly blesses all who call on him, [13] for, "Everyone who calls on the name of the Lord will be saved."

What does it take to be saved? There are a lot of answers out there. Some say nothing at all-- "All Dogs go to Heaven," as the movie says. Others say it is only by a life of legal excellence that one finds salvation, but Paul has refuted that notion thoroughly. Still, others would say there is a requirement of baptism or some other ritual. But Paul brings a different answer altogether.
Paul used a very particular word to describe the way we come to salvation. That word is Rhema. It means "word" that is alive and uttered. This word is "near you; it is in your mouth and in your heart." Salvation comes about through this "word"-- the Rhema or "uttered" word of faith.
The righteousness that is by faith knows that this word is near. There is no need to ask that Christ come down or be raised because we know this already to be true. The Rhema (uttered) word is near you and is in your heart and mouth-- that is the word of faith.
This Rhema word of faith is a matter of confession bonded with heart faith. Word and faith must go together in matters of salvation and righteousness. Empty words do not appropriate the righteousness of God. Nor do the un-confessed matters of the heart or the mulling of spiritual things receive what God offers freely, no matter how sincerely we may contemplate. The word of faith is that which wells up within us as we encounter the Truth of God.
The Rhema of faith is our confession that Jesus is Lord-- the Sovereign over life-- and the heart belief that God raised Him victoriously from the dead.  Paul tells us that it is in this faith alone that salvation is found. For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved.
Now don't misunderstand. Our belief and confession are not a "work" that earns salvation but they are a response to the work of God's grace in our lives by which we appropriate the righteousness won for us by God in Christ.
Here is the eternal truth: "Anyone who trusts in him will never be put to shame." For there is no difference between Jew and Gentile-- the same Lord is Lord of all and richly blesses all who call on him, for, "Everyone who calls on the name of the Lord will be saved."

Lord God, I speak the word of faith. I confess with my mouth, "Jesus is Lord," and believe in my heart that You raised Him from the dead. Save me, O God, for I call upon the name of the Lord. In Jesus' name.
