Titus 1
The letters of Paul to Timothy are followed by the short letter to Titus. Chronologically, this letter was actually sent between the two letters to Timothy. It is a good time to pause and consider how these letters fit together.
These three Epistles (letters) of Paul are called "pastoral" primarily because they are addressed to pastors of churches associated with Paul. This does not mean that they are only for pastors. These letters do talk about pastoral duties but they are rich in truth for every believer. They especially help us understand certain "church issues" within a first-century context with some powerful applications for today.
The responsibilities of the pastors addressed by Paul were twofold: to defend sound doctrine and maintain sound discipline. This double emphasis is especially obvious in the Epistle to Titus, but it appears in all three letters.
Paul had urged Timothy to "stay on in Ephesus so that you may command certain men not to teach false doctrines any longer" (1Tim. 1:3). The apostle also dealt with numerous problems that were becoming apparent in the church and gave advice as to how they should be handled.
The occasion and purpose of 2 Timothy are stated more fully. Paul was in prison in Rome, awaiting his expected execution. He was longing to see his "son" Timothy (1:4). There were some practical things he needed. It was getting cold in the dungeon he occupied so Paul urged Timothy to come before winter (4:21) and to bring the warm coat he had left at Troas. Paul also wanted his books and parchments (4:13). Today, Paul might have written "Don't forget my laptop!" He still very much wanted to study and write.
Where were these letters written? 1 Timothy 1:3 indicates that Paul was in Macedonia when he wrote that letter. Second Timothy was written from prison in Rome, shortly before the apostle's death. But there is no clear indication as to where the letter to Titus was written. We do know that Titus was on the island of Crete when Paul wrote to him (Titus 1:5). Timothy was at Ephesus when the apostle wrote him the first Epistle (1 Tim. 1:3). Presumably he was still there when Paul wrote the second Epistle.
Who was Titus? He was a Gentile convert who had served and traveled with the Apostle Paul. He had also been a faithful emissary to the troubled church in Corinth. In about 63-64 AD, Paul and Titus traveled to Crete after they left Timothy in Ephesus. After a brief visit, Paul then left Titus behind to provide leadership for the Cretan churches.
The short letter to Titus was written to give instructions about what Titus should do and teach in the Cretan churches. One of the special themes of the letter is the role of grace in promoting good works among God's people. Paul hoped to join Titus again for the winter, but there is no way of knowing whether that meeting ever took place.
Titus was last mentioned by Paul in 2 Tim. 4:10 as having gone to Dalmatia (Yugoslavia). There is a tradition that Titus later returned to Crete and there served out the rest of his life.
These letters are a valuable source of guidance for believers in living out of the faith in real-life settings.

Father God, thank You for the faithfulness of those who have gone before us. Thank You for the careful guidance Paul expressed to Timothy, Titus, and to us. Give us the grace to receive the Word that You have for us in these passages. Give us eyes to see, ears to hear, and the faith to apply truth. In Jesus' Name, Amen.
